Mr. Franke founded RPFA in 2004, and while new to the private sector, the staff of RPFA have been providing quality service to various local governments and private companies in the United States and China since 1986.RPFA provides planning,
project management, urban design, technical writing, public
presentations, administration, and organization; as well as management
of personnel, consultants and contractors.
Our past experience in program development and site planning also provides
valuable insight into visioning and implementation of redevelopment
activities.

| Robert P. Franke, AICP President

Mr. Franke’s career spans over twenty three years of public and private sector experience in comprehensive planning, community planning and zoning, redevelopment, grant proposals, and project management.
He has a Bachelor of Arts Degree in Geography and a Master of Urban and Regional Planning, both from Florida Atlantic University.
Mr. Franke’s experience includes:
- Certified by the American Institute of Certified Planners.
- Past Board of Directors – Florida Redevelopment Association - current member.
- Twenty three years of public and private planning experience.
- Twenty years in community redevelopment activities for local government.
- Nineteen years of grant proposal preparation and administration.
- Over fifteen years of preparing RFQs, RFPs, and bid specs for construction and redevelopment projects.
- Fifteen years of budgeting for public and private agencies.
- Technical adviser to local non-profit on planning and fund raising.
- Past member Florida Atlantic University Community Development Advisory Committee.
- Editor and contributing writer to several newsletters.

Ms. Xiao has extensive experience in urban design and landscape architecture both in China and the United States.
Ms. Xiao's eight years experience on a variety of projects in China and the United States, include:
