CRA Plan Update: Naples, FL.

Urban Code and Streetscape Design: Florida City, FL.

RPFA, working with Iler Planning, was hired to prepare a pattern book for the urban spaces and streetscape details for the main street (West Palm Drive) through the heart of Florida City.

The main emphasis was to recreate the historic nature of the street, including: on-street parking, pedestrian-friendly, and traditional building placement. Included in the overall street plan were: landscape planting plans that highlighted the connections between two National Parks (Biscayne Bay and Everglades), and upgrading the prominent intersections with gateway signage and pavement design.

The National Park connections were created through a “planting transect” which highlighted plant communities from the coastal area near Biscayne Bay to the Everglades. Planting schemes were selected using native plants from these areas that are low maintenance and hardy. 




Collier City Corridor Plan: Pompano Beach, FL.

RPFA, working with Iler Planning, was hired to prepare a corridor plan for a portion of the Pompano Beach CRA.

The main emphasis was to recreate the traditional neighborhood feel of the area along its central spine - NW 27th Avenue; as well as balance aesthetics along the other external corridors with the potential for commercial and residential development. 

Included in the overall  plan were: recreating the typical land use pattern along NW 27th Avenue; landscape planting plans that highlighted the connections between residential and commercial properties; upgrading the prominent intersections with gateway planting; and identifying potential areas for new parks.





Unmet Needs Analysis: Stuart, FL.

The City of Stuart has had a redevelopment agency in place since 1982. It also had several redevelopment plan updates since then, the latest in 2002. The City believed there were issues that may not have been addressed in the current plan, or that were not being met with the programs and projects identified therein.

RPFA, working with RMPK,  prepared the Analysis which included an Inventory (including a review of the Comprehensive Plan, Land Development Code, as well as other City resources), field visits, and meetings with staff. The Analysis documented several unmet needs, foremost among them are affordable housing (and the need to use the ample vacant lands to provide units), and computerization. The project also included a Work Plan for the Redevelopment Agency, identifying work tasks with target dates and budgetary numbers.




Indiantown Zoning Overlay: Martin County, FL.

Mr. Franke oversaw the creation of this project, prepared by Houston Cuozzo Group, which was a result of the creation of the Indiantown Redevelopment Plan. The most unique feature of this overlay was the inclusion of “floating” zones. These zones were not parcel specific, but rather project specific.


Projects that met certain size and density criteria where required to provide a mixed use town center within the project. Under my guidance, the consultant provided real life examples of how the implementation of the regulations will impact existing structures.
